It's because they were literally shitting out episodes merely a week or two before they aired, there was no room for quality control.

With S3, they had more than half the season done before it aired. Though I will say the second half of this season hasn't been as nicely animated as the first half was. Why? A cheapo media computer won't set you back more than a few hundred, add in a 4-5TB external usb drive (100-120ish?) and you can store months of continuous video on it. Just encode your vhs tapes if you like their contents so much, they literally are losing data just sitting there absorbing ambient radiation.

I'm one of the few people that actually really love Super S, and found Stars and S to be underwhelming at best.
It's probably because I found most of the villains, like the amazon trio, really fun to watch and the relationship between Helios/Chibiusa to be adorable.
