Smaller cars were the norm there because it's a lot harder to navigate a Monte Carlo through an English village than it is a Mini.
After that, car makers realized that the average driver didn't give a shit about what they drove or what it could do, because to them it was just another piece of convenience. They didn't care if they were driving some gutless, soulless econobox because they were just going to trade it in in 3 years for a different car.
