Yeah, I was pretty disappointed it's so fucking 1-dimensional. Biba could have been a good, or at least perfectly solid "villain" just by honestly holding to his philosophy 100% in the service of humanity without any of the retarded edgy psycho bullshit. Like, if he really truly empathized and regretted it, but he really thought (and in fact had often proven) that this was the best way, but he didn't make any unnecessary sacrifices either. If he was just completely serious about it but happened to have an approach very different from Ikoma who is also totally serious and thought things through, that could have made for an interesting solid dynamic. Plenty of possibility for frustration on both sides but also for respect, competing but sometimes fighting together, etc. Make sure both of them have a point.

I guess that sort of thing was too fucking complicated for these writers though, can't possibly have any shades of gray that might confuse our audiences who are all little children! What a fucking waste of an ok setup.

All this guy wants is to take revenge on the shogun. He doesn't care about defeating the kabane at all. Given his speech the destruction of humanity is his end goal.
If he was serious about reclaiming the land he would minimize the damage to the stations infrastructure. The preserved railroads together with functioning stations that can provide supplies would allow for swift army movements.
This "Only the strong will survive" is bullshit. Few men are born brave. Many become so through training and force of discipline. It's no surprising that ill-trained, badly armed civilian populations of the stations get wiped out. And you need them to provide for your troops.

I was hoping we'd stick to the train moving throughout the country dealing with all the empty/ruined stations at first and only reaching real settlements later in the story. There's too much focus now on the politics/revenge crap when the Kabane are supposed to be the real threat.

Giving the ordinary citizen firearm is not a good idea given the food shortages and the panic every kabane attack involves. What you could do is organize a citizen militia and give them weapons in case of emergencies. Can somebody explain why Ikoma's gun he invented is so great? Apparently it's better at piercing Kabane hearts, but I don't think the regular guns have ever been shown to struggle with that.
