Tokiwadai is more like a holding pen than a sanctuary. Mikoto has to pretend to be someone she isn't while on school grounds and while wearing that uniform. It's half the reason she's so repressed. She would probably have an easier time with Touma if she wasn't so brainwashed by ojou-sama nonsense.
