How important are kisses in anime romances?

I think they're incredibly important. The kiss is the moment we're waiting for from the beginning, as the characters grow and gravitate towards each other. Japanese romances often run with so much awkwardness between the characters, so much embarrasment of accidentally touching hands and the like, that a kiss becomes an even more intimate and romantic moment to share. When executed well, it proves an excellent payoff. Toradora is a great example of a perfect kiss at the culmination of the series and the romance of the leads.

By contrast, Chuunibyo and Sakurasao no Pet are examples of series that were ruined by doing the ol' bait and switch on the kiss, teasing that moment and taking it away from us. I liked those series, but I felt totally betrayed by them not delivering the kiss. In Sakurasao, it was just bullshit to pull the rug out at the end, and in Chuunibyo, it was a bad moment that capped a bad second season.

They're pretty important. During Ro-Kyu-Bu I was kind of disappointed that Tomoka and Subaru never kissed.

Depends if they're serious or not.
Common kisses with multiple girls like Isuca or even this season's Infinite Stratos 3 are bad. They take away the importance of kissing.
