The Tohsakas are good because they are self made people. I knock Tokiomi because he is quite possibly one of the worst parents imaginable (but most magi parents are), but he made patents that kept himself rich for two generations (if only he wasn't silly enough to refuse to hire an actual attorney to handle his assets and left everything to Kirei to handle basically).

Rin is younger than both the Aozakis and has enough talent to go the distance, making a Magician come and find *her* to advise, while the Aozakis "inherit" Magic.

Sakura also, with pretty muchthe worst environment of any TM heroine, managed to get into a position to teach herself from scratch when her body and potential should have been ruined, and even managed to make a high ranked bishop of the church her mentor and father figure. Plus the Tohsaka sisters have a situation where they should be more at each others throats than Touko and Aoko, and they still love each other. That alone puts them as one of the better TM siblings.

Touko and Aoko are cool, but Rin and Sakura actually have a future as family.

You say all that but the only thing the Tohsaka sisters have over the Aozaki sisters is that they can get along.

Aoko being a magician and Touko having recreated the perfect puppet to the extent the Mage's Association tries to jump on her shit plus the fact Rider's glasses and Shirou's body are Touko products just speak volumes as the individual strengths of both sisters.

Even Mahoyo Touko admits that she doesn't even really dislike Aoko as such but just dislikes the assholes that are the Aozaki clan.

Rin's entire "Top 100" really means nothing when Aoko has already shat all over that achievement by getting the Fifth.
Rin at best can only use a makeshift Second that she had to inherit from Zelty via some blueprints and with the help of a half-baked Magus.

Touko is also the most talented out of all four sisters.
She's not just a magus but someone who has achieved much more than what Rin or Sakura ever will.
