All Shinji needed was a proper aniki. Kamina would have built him up into the hero NERV needed.
Simon, on the other hand, would have been adequately motivated by by Misato's seduction.

First act only Simon is competent as he goes into berserker rage defeating his enemies
Second act Noriko gets some guts and becomes a competent pilot
