If you're talking about CF, then we only have the Arcade Mode so far, where everyone who isn't Tager, Bullet, or Makoto has had some sort of relevance.

Azrael and Terumi have pretty big roles, in fact Terumi is most likely going to be getting back his old powers. CP was the worst in terms of newcomers because the only relevant characters in the entire plot were Kagura, Celica, Kokonoe, and the main trio.

Reminder that Kagura is jealous of Ragna for being somebody Noel would listen to.

Sure, Kokonoe has been doing stuff since CT. That supports what I've been saying though; a character can play a significant role in the story before they are playable. The fact they are making a new manga and changed Mai's weapon indicates that they are already planning to introduce her in the game so they have had the time to write her into its story. If they include her it won't be a last moment decision that keeps them from integrating her into the game. If anything, the fact they introduced Mai and Kajun in CPE and that Mori had already created a draft version of Mai's adult outfit when Remix Heart was being published indicates that they've been planning to include her for years.
