That's why I said it's both. You can group seinen/shounen/shoujo/josei based on the contents and the ways it's presented. Thus it's a genre. You can also apply these labels to the audience you're trying to reach with the similarities in subject matter and forms.

It's all relative. Manga itself is a genre of literature. When you see a "young adult" section in the bookstore you generally have an idea of what you'll find compared to the "children's" section. These are categories called genres.
