Kami was not lying at all. Kami flat out says they will be using Piccolo as base since he's younger and more suited to combat, while Kami will only serve as powerup and share his knowledge he gained over the years with Piccolo.
For all intents and purposes he was still Piccolo just with wisdom and experience of Kami.

My only problem with it was that it had really bad animation quality for the first few fights, like with Beerus on King Kais planet and such. I don't know it actually got better or if I just stopped paying attention to it.
There are some story things that I found hard to credit such as Roshi being able to take on Friezas guards, Ginyu still being alive and a few other things.
Nothing deal breaking for me though. It's more Dragonball, a franchise I watch with the foggiest of nostalgia glasses.
