While the goats may have still got him, it's possible they didn't. It doesn't make sense for him to have tried to slow that one down with the rest of his buddies. His tool and move set weren't meant for combat, but thievery and skulduggery.
Also, I remember for sure that it said that the goats, while having very high stats, had NO special abilities. He very well could have just gotten away by using some thief concealment spell or ability.

Well, the whole point was that they all banded together to try and delay the lamb so Raeven could escape. The problem was that the lamb instantly flattened them.

In addition, if they wanted Locke to flee, they would have told him (SoD did just that when it came to them vs Clem).

Therefore, it's really not likely that he survived, but we'll probably get confirmation of it in v10 since it deals with the aftermath of v9.
