Nyaruko was. A lot of shows are above 720p at least these days but not many are 1080p or above.

The issue is most of those streams are just upscales. If the original studio didn't animate the show in 1080 then its just upscaled to whatever resolution. So almost off those shows that say 1080 are actually just 720.

A better question should be why are shows still produced in 720p? It's 2016 and with 4k being pushed out we still have studios animating shows at a 720p resolution. Is 1080p expensive? Do most otaku not own a 1080p capable television?
