It is but only a bit lower. Stardust Crusaders is the most popular part in Japan so it got a fuckton of money and they kept almost exactly to the manga. Diamond is Unbreakable is like 3rd or 4th most popular there so it gets a slightly smaller budget, but they're focusing on making the animation smoother and more detailed this time with a less detailed art style to mimic Araki's change part way through DiU, not that Araki got less detailed he just changed. Hopefully the animation will be more consistent this season since they're not blowing their load on making still shots look exactly like manga panels. At that point I might as well go read the manga again instead of watching.

he was only on par with DIO for a single time stop. The only reason he got there was because of all his time stops during the fight. Since Jotaro didn't stop time at all he lost his ability to do it well so his time stop only lasted 2 seconds.
