I think you mean hand-drawn cells to digipaint but yeah late 90s to early 2000s were utter growing pains for anime visually overall

10 has been very promising to be honest. Few masterpieces in the late 80's and 90's. 90's had a real attractive art style for its time. However in hindsight, the recipe back then has become extremely stale with time. In particular the battleshonen recipe from late 90's to early 00's. YuYu Hakusho was good tho. All in all, I think my favorite timeline was 04-07 Madhouse. 06 was the golden year of anime and I can't disagree. This moment in time had alot of good comedy, which is my favorite genre. Cromartie, Gintama, Dokuro, Seto no Hanayome.
