At least Iyami had some semblance of his cad character along with his dying starlet personality. Hatabou at least has some sort of mysterious air about him thanks to his overnight riches and mystery meat, but he's relegated to flag-stabbing duty. Chibita at least had Karamatsu Incident, Rental Girlfriends and even his bit parts in Iyami's School to show what other sides he had to him besides Oden Freak. Dekapan at least had the benevolent researcher character, but he's mostly in the "Those Guys" group with Dayoon. And even then the "Those Guys" group could have their moments like in Counterattack.

The show does have something for the side characters, but it's really small compared to what they could do in 80's or 60's -Kun.

I wouldn't say Ichi developed at all. Like the person who posted the question said, we just learned about his character as the series progressed. Oso actually changed. He might have always wanted them to be by his side but he didn't butt into Ichi's problems when they happened and helped Jyushi from the sidelines. He stopped being so brute about it. Choro also changed a little in the second cour but not nearly as much. Totty never really changed we just learned more about him. Same with Juicy.
