This is someone who understands both characters. Asuka serves as their mindless puppet who literally can't even live without piloting the EVA. That's how little control Asuka has of her own life. So while NERV spent considerable time breaking down Rei's psyche, accidentally (Naoko) or intentionally, Rei still doesn't base her entire existence on serving NERV or being what they wanted her to be. So if Rei can't pilot any more, if she's no longer on Gendo/NERV's team, she's fine - she's still Rei Ayanami.

That's what makes Rei so much stronger, she's superficially quiet and obedient, but they don't control her mind, her inner self. That's why Rei can rebel when it sees fit and discard her chains when it's possible. It's what Asuka could never do.

If you walk away from NGE thinking Asuka has more will or control of herself than Rei, then congratulations: you just joined the ranks of people who didn't get it.
