He literally exists to job. Almost all of his involvement in dragon ball can be summed up like this:

>Oh no, the villain defeated Vegeta!

It almost looked like RoF reversed the roles, but even then Goku had to save the day.

It's part of being Saiyan. Goku would be too if not for the headbump and the subsequent head trauma he suffered as an infant.

There's also just about everyone except him and Kakarot being dead, him supposedly being an elite of his race but he's short, weaker than a low-level warrior of the same race and being constantly under someone elses foot more than once in a while.
