When you create an ability with limitations there's no telling if you're going to be able to evolve past those limitations or not.

Chrollo could either choose to work within the limitations, only stealing abilities he can use with one free hand.
Or try to evolve his ability by trying new stuff.
That took the form of the bookmark+additional conditions, but it could have been something else.
He could have developed a way to have an extra hand (Shoot can do it)

Is this the first time you've read any HxH chapters? Togashi's faces change a lot, not only from their initial character design and in overall style, but on a panel to panel basis. I think for this chapter it's most obvious because we haven't seen Chrollo in a long time and Togashi's style has changed since then. Otherwise it's just typical of the way he doesn't maintain a style in favour of the impression he wants to give with their face.

As another example, pic related looks off model for Hisoka but he's mean to look extra scary.
