Because she's a fucking shitty character, and the only reason that people like her is because she's "cute".
We have to try and runback the entire Saiyan backstory to try and make room for her. And then we have to make sure that she's special and she's different specifically because she's Goku's mom. Gine is MEEK AND KIND because SHE'S GOKU'S MOM. Her and Bardock have a close relationship, that's special and different from the other Saiyans, BECAUSE SHE'S GOKU'S MOM
She's the example of the kind of character that gets added to a series after the fact, and rather than any attempt at natural inclusion to the series, we have to make her special because she's related to someone important to the series, rather than try to make her interesting on her own.
I'm not saying that I wanted GARG WILD SAIYAN WAIFU, but she would have at least been a little better if her kinder nature was a little subtle. But no, we can't have that
