It would be the most pointless manga in the last decade if Ishida spent an entire new series bringing Kaneki back just to off him like he did in the first part. I honestly don't think Ishida puts that much thought into it, though. It's most likely a vague string of ideas and elements he puts together in paper/screen and then lets each reader draw his own personal interpretation from it. I really like it, there's so many ways you can look at it.

Guys, the snake scale pattern is a constant. All Kagune have scales (it's literally in the name of every single type for a reason) and it's used as a symbolic pattern all the time on top of that.

A chair usually serve as a proxy/reminder of a person. You can see Touka holding onto that chair, meaning she was waiting for Kaneki. On the second picture, we have an older Touka, still holding onto the same chair sleeping, a way of telling you how long she's been waiting. The fact that the chair was rotting is because Kaneki was vanishing from the world (probably because of Sasaki).

Hinami, Ayato and Yomo have good reasons to free her. However, I doubt that they'd go out of their way to help her though, so unless her cell is right next to the diposal chamber she'll stay where she is.
Shachi is exceptionally strong, even by ghoul standards. Also, despite massive physical trauma (at least in Rize's case), neither died from those wounds. I'm sure at some level explosives would work but the collateral damage would probably be excessive if you need to do more than dropping a ton of steel to a ghoul to kill it.

Arima is not a stupid idiot. He definitely knew that Kaneki got his memories back and would eventually betray the CCG. You can see something similar in TG jack, Arima doubted Minami because of her shoe size and wasn't shocked in any way when she tried to kill him.

Kaneki also used to say his mother was a very loving person. Kaneki's words aren't a reliable source of information, his behaviour is and he just doesn't seem to hold a grudge against Arima.
We already discussed that this was crazy Haise. The child kaneki confirmed that he was happy to meet Arima and that he wanted to die. Also all of Kaneki's actions after regaining his memories show no signs of a grudge against Arima.

Right, I can't speak to what a typical ghoul's durability is, but using HE rounds in a crowded city will cause substantial collateral damage. Using them in a prison is asking to kill friendlies. Remember, CCG is supposed to be more of a police force than a national guard unit. I suppose they would be effective against your average ghoul, but investigators are quite capable of taking care of them anyway.
