Magical girl gets attacked by a villain, transforms, puts up a fight with the enemy, and eventually delivers the final attack once she has the opportunity.

The second has a lot more action, but the first can be a lot more funny.

An example of the top one is Akazukin Chacha. Usually Chacha wastes time trying to cast spells and failing, and then transforms into the Magical Princess. She then does one attack and wins.
I don't really like that, because her Magical Princess design is cool. But I typically only see her for one minute while she does her attack and that's it. And her attack is always the same.

Reminder Mahou Shoujo is effectively defined by it's demographic. The best MS shows historically were always made by men, for little girls.

Edgy and/or Yuribait shows like Madoka are designed for otaku from the beginning and should not even be in the same category. If you enjoy that kind of things it's fine, but because they share a bit of imagery it doesn't mean they're anything alike.

Haven't watched that many, really. Perhaps Madoka. I am so /a/ core if I say this, but Princess Tutu was also great, and Cardcaptor Sakura. I don't know if this can be considered a magical girl, I am leaning towards not, but if you accept it, I also really, really like Magic Knight Rayearth.
Yuuki Yuuna, PSG and Moetan are stuff I would not consider top tier.

In some cases, but it doesn't really matter. Sailor Moon never would have gone anywhere without Ikuhara, Sato, et all working on it, and most of the really influential shows prior to that weren't based on shoujo manga at all.
