Ranma is always a boy. This may seem minor, but a major plot point of the manga is Ranma's struggle to no longer transform when he contacts water. He does not want to be in a girl's body, in other words, we can safely assume he has a male gender identity. Thus, it's really inaccurate and offensive to refer to him as a girl, just because his body has transformed as a result of the curse. His gender identity is male, at all points, hence, he is a boy.

However, I think he eventually becomes more accepting of the female body he possesses. I can't remember too exactly, but there is a really minor, slight possiblity that he actually always was a girl, but a oppressive society is forcing him into a maskuline gender role, and just when he gets the curse, he is finally able to free himself from the thought patterns society has instilled in him, and come to accept that he actually is a girl. Ranma might be a story about a trans girl's mental journey to discover her true gender identity, in spite of what society has tried to force upon her. I don't believe in this theory, but it may be worth considering.
