You can choose whom you like, but please have her have an orange-white or red(dish)-white colour scheme, with striped stockings like depicted in the bottom image and with the little traffic cone hairclips like Asuka has.

In the bottom, there's more about the colour and material of the traffic cone. Please have it look shiny, as if it was oiled, so it looks like it feels very nice to touch it. I prefer the ones with the two white stripes and three orange or red. I marked the red ones, because they're easier to make look shiny. If you choose red, I think it looks best when the red is somewhat between a Rosso corsa and Venetian red. The cone should be between 50 and 100cm big, and the top should be open with a space of about 3 fingers thickness. The base can be either orange or black, but I think a black base looks a bit more majestic. Lastly, you could chibify the traffic cone to look a bit like Rensouhou-chan from KanColle. Especially the eyes and :3 should prove useful. So, it should look both cute and sexy (sleek).

I also thought of some alternative scenarios you could use:
1. The girl eating little traffic-cone shaped fruits, being delighted.
2. Her stroking and being fascinated by a cute little traffic cone pet, commenting on its soft touch and nice shine.
3. Her being in the top floor of a giant traffic-cone tower, standing at the window of the traffic cone, waiting for rescue. (For reference, see the little Miku with a speech bubble in the image.)
