The Incubators target girls of that age specifically because that target demo is perfect for their needs.

Any younger, and the girls have too little agency to actually be of any use fighting witches, to the detriment of the mana-harvesting cycle.

Too much older, and they are less likely to accept the contract as easily. It isn't hard to realize that the contract is hiding a massive fucking catch, because the way it is pitched to you at first is all positives and no downsides. So you aim for girls too young to realize that trap is there.

And boys are just right out. There is no age of male you can safety give magic powers to. Older males would use their magic to try and take over the world or enact revenge on people, and young boys are amoral as fuck. They would use their magic to destroy buildings because explosions are cool. They might be horrified after they realized the full impact of what they had done, but the first few times they commit mass murder it will just be them knocking over sand castles, but with real people living in them.

Beyond that, it was just an excuse to use girls because this was a mahou shoujo anime that was designed around some of the tropes of magical girl shows. There is also the innocence factor when you are putting young girls in these awful situations, that would be completely lost if the same story was done using adults.

If you made this show using adults, it would be a completely different genre of anime targeting a different audience, and it would be the exact same as any other Faustian tale, which is to say, it's been done.

Only Kyouko ((and last time line Madoka, I guess)) really handles her magical girl status maturely like an adult would, even after finding out she's basically dead.
