No. Mikado was seriously trying to cleanse the shitposting out of the Dollars before, just recently he realized the whole place is fucked in more ways than he can deal with, so he decided to end it all.
He also never planned to kill himself, he just decided to do it after shooting his best friend because that's some fucked up shit.
He cleaned it up but realized that he had gotten used to all the weird shit they were doing. So he decided to destroy it by driving out all of the members so that it would only be a urban legend that would keep growing crazier over time. That way it would never be boring.

imo so that he wouldn't feel manipulated by the Yakuza, who wanted him to use their gun to take over the Dollars. He likes the idea of having a gun, but not like that, so he makes his.
Nasujima and Shijima gave him that gun because Nasujima wanted to use Saika to control some policemen later and arrest Mikado, if I remember correctly.
Mikado used that because I assume he knew about the yakuza's plan to have him shot the normal gun and have him killed/arrested, so he went ahead with his plans with the gun Nasujima gave him instead, so the yakuza wouldn't be able to get him for that.

Hollywood had both her arcs adapted into anime already. Kuzuhara has a bigger plot hinted (that includes that bald guy helping Izaya) that's never touched upon on the novels. Narita himself said he wrote a novel about that, but stuff happened and there are no plans to publish it yet.
Izaya's sisters were never relevant, they basically just exist to not let the chatroom be empty.
SH is a sequel series that happens 2 years after the end of Durarara with mostly a new cast. The only "old" characters that is still relevant is Celty. I guess Aoba and Shizuo are at least more relevant than the rest of the old cast.

Mikado got his start when he saw Celty on episode 1. Aoba just made him realize that and got him into the Blue Squares. Aoba basically just wants to be Izaya but with friends. Hey, Mikado's doing a pretty good job of being an Izaya with friends.
Admittedly, I'd rather have Izaya as a friend, but that's mostly because his treatment of Shinra suggests he wouldn't shoot a friend.
