Kinoa has the strongest personality of the group. And the only one who wouldn't automatically respect him in spite of being the supposed leader.
And being respected appears to be a very big deal for Hiiragi. So it sort of makes sense that she'd interest him. She also teased him a lot in previous episodes. So him thinking about her a lot is just natural.

And of course. This is besides the fact that they are all pubertal young teenagers with hormones oozing all over, with the only real alternative being Kogane since Kinoa and Kogane are like the only two girls he really knows. And Kogane doesn't appear to be his type.
