Maybe. References aren't always an active attempt at fanservice for the audience. Often, it's fanservice for the creators themselves. Take the A113 thing in pixar films. The audience doesn't know wtf it is, but the creators did it for themselves.

As an animator myself, I can't tell you how much "filler" you need in shots to make it come to life. Drawing on previous experience often helps that process along.
