I disagree. Most generals would have taken the bait to attack when hi shin made it to the hill. Wasting a whole day, throwing away that advantage and possibly sacrificing the hi shin on the off chance Keisha will snap? It's almost unthinkable. Kanki didn't even hear about the silent hunter shit until after Keisha snapped.
It may not be Riboku tier, but it is pretty ballsy.

He's not actually Riboku level, but given how people can only compare achievements, being able to bait out Keisha simply means Kanki is on the same playing field as Riboku.

I mean after all, it takes Riboku himself to shut down Kanki later in the future.

Hindsight is 20/20, the important part is that while in control of hundreds of thousands of men, Kanki was willing to pull out such obvious bait because he had absolute confidence in seeing through his opponent's weaknesses.

And it's not like he lucked out either, look at his track record. It's ever-victorious.
