Hellsing Ultimate was pretty good for a "Nazis coming back" story, minus the whole lack of Jew hating. Then again, all the major cared about was beating Alucard and he wasn't even a major fan of Hitler or forming a Reich. Okay, so maybe it wasn't a great use of nazis, but rather just cool nazipunk shit.

And as for the serial killers, I managed to count Monster, Erased, Death note in an extent, and Pluto even if it's about robot killers. I mean serial killers are completely overdone in western media yet I don't see a lot of manga treating the subject, that's kinda weird
