Shiki's brain can't, the eyes can. There's no way Arc would just randomly make up the concept-cutting, her limited knowledge just means she too doesn't know how to utilize them. That's why SHIKI/Roa couldn't use them as well as Shiki either.
Ryougi is the perfect eye-user and probably can use them to their full extent.

I'm talking about the fundamental nature of the power known as the Mystic Eyes of Death Perception is eyes that have been connected to the root.
They don't flat-out say it in Tsukihime because Tsukihime is about vampires but Nasuverse powers are largely consistent in their origins at least. The fact that the mystic eyes are so rare shows that it's not a power that can be obtained many different ways.
There's a lot of stuff you can infer so I can't say I'm definitely right in my assumption, but it's likely the case nonetheless.
The only room for doubt is that Ryougi's glow and Shiki's don't.
I guess we'll have to see if Re: clarifies the origins in 2089.

In the ln we had Araya's pov for the fight, they fought and when he realised he couldn't win he teleported outside, exactly like the movie.

But instead of teleporting just outside the building for a freefall like the movie, he teleported down to the garden below, was just about to destroy the building and was immediately cut down through the arm, by a falling Shiki.
The shock and surprise is conveyed nicely as his thoughts basically amount the "what the-". I much preferred that to the cheesy air battle they changed it to, even if I can recognise why they did it.

The entire novel had dealt with the counter force and how it was subtly helping Shiki, culminating and helping her hit a small target from a 10 story drop, but the subplot was mostly cut from the movie.
