I have literally seen (and read) all of those and my statement still stands. Tell me to my face that Sunred isn't a delinquent, he's an unemployed lazy asshole who smokes and fucks around with peope for no reason.

It's nothing like that.
Sunred is an anime where the tokusatsu hero who is both a lazy asshole and so absurdly powerful that he has no challenges. Meanwhile the villains are the nicest, most harmless people you'd ever meet (presumably because Sunred kicked the shit put of them so hard in the past that they're pacified now).
So the show follows what life for a superhero when there's no longer a need to save the world, and the lives of a league of former supervillains. It's honestly a really funny show.

I thought they were defined as people who are likely to get into fights regulary. Of the famous delinquent series I can think of I would say less than half of the MCs have a reputation of committing crimes but a lot of them are known to be short tempered guys who get into fights and all of them are known to get into fights all the time.
To be honest the manga idea of what a delinquent is can be weird at times. Like Otokojuku is school for delinquents who've been expelled from everywhere else yet they all value honour and chivalry above anything else.

Delinquency had been a term since the 18th century and it has always been used to refer to the state where a person (usually a young person) is in a state that would make them want to commit crimes. Small, petty crimes generally, which usually shows the person does it out of a disrespect for authority. Delinquency is a sign that a youth is off track in life.
Sunred mooches off Kayoko, can't find a job even when he tries, and is a giant asshole, but he won't even so much as litter. All the people he fights with are villains that want to fight him.
