Taiga was created in a short story written in 1999 which was later expanded into a few LNs. Louise and her universe were created in 2002 or 2003 I believe. But the Zero anime was out before the ToraDora anime was and Teh Rei's role in it helped influence the choice in her becoming Taiga's seiyu, even though Rei was a fan of ToraDora before she was ever contacted for the role.
