In all likelihood he will continue rehashing the ideas he had in Utena, only progressively destroying them through shorter time constraints and sloppier execution. I really like Ikuhara though, he's just nowhere near his 90s self. There are better directors out there.

Penguindrum references a lot of external literature and it can help understanding some of it if you go and read up on what it was playing with (or at least read wiki summaries or something), since it borrows some themes and metaphors from them. It probably won't answer all of your questions, though.

Yes/No

If you want to really understand the show and all of the symbolism, then yes, you're going to have to watch through it more than once.

You should be able to understand the fundamental plot points and character motivations at level that allows you to enjoy the series on the first watch through, but you would have to be some sort of god to understand every single little piece of symbolism. Actually, at least for Utena it's impossible to understand every little thing the first way through because a LOT of it is self referential and alludes to things that have yet to happen.

I actually have only seen Penguindrum once, and found it enjoyable but inferiour to Utena

To be fair I don't watch it all the way through. I'm familiar enough with the general plot that I can wait a week or so between episodes and still be fine. I do the same thing with Evangelion.

I actually haven't been doing it recently because the contrast between those two series and whatever else I'm watching is too painful and ends up ruining the series.
