Blast could be Saitama himself. He's shown many times not to pay attention to what happens around him so it's possible when the association contacted him he mistook it for a promotion or something without knowing what it really was.

So Demon threat was treated like a big deal in the SK arc, but isn't it just that Saitama and Tatsumaki are taking care of most of the big threats before they even become important? While re-reading the first chapters we can see lots of random monsters getting killed by Saitama. In the Tats day off he also kills 3 in only day by just taking a walk. And the latter is also seen having taken care of plenty of dangerous looking monsters.

Humanity would have been way too fucked without these two.

Actually I can see a way for it to work.

The association contacted him WHILE he was still training, a bit before he lost his hairs. Hence why they don't recognize him anymore. Saitama would have told them he's still training and doesn't feel like he can be a hero yet, but the HA interpret it differently, thinking he wants to keep his identity a secret.

Well, S class heroes are expected to be able to take out demon threats. Don't take PPP and Genos' fuck up against Sea King as the norm. Demon is still a big deal though since there aren't many S class heroes. Dragon is generally the real big deal though.

Keep in mind the situation wasn't always like this. We know it's getting worse and worse, with monsters appearing more and more frequently and becoming more and more powerful.
