Her body was used for a lot of experiments by her parents, she's very sick in the real world and in a coma. Its like magical sickness though, like they did what Zouken did with worms, except they used germs, since somehow this made sense to them.
Her own body therefore accidentally became the catalyst to summon the incarnation of all diseases.
She's always awake inside of her mind in this fake coma world, where she's usually all alone, until her friend started pulling others into the dream.
Her will to not be alone in that world anymore is what called the servant, and her body was the catalyst.
A servant will respond to a strong will, and respond, as long as there's a grail war going on to call them.

She's in a coma, either way. She doesn't even really know magic, she's more like a discarded failure by her parents, and she's just been in a coma for a year or two.
They keep her around just to bear some sort of offspring eventually, since she still has decent genetic material, but as far as they're concerned she's basically dead.
Since she has no real power on her own, she incidentally summoned a hax servant, in order to balance it out and protect her.

She still has magic, and circuits, she just doesn't really know magic, but it doesn't really matter since Pale Rider can just feed on the town gradually to manifest itself if it feels like. I mean of course she has circuits, since her parents were both magus. She probably has no real trouble maintaining it either way.
Its just that she wasn't ever considered something to carry on their magic ability, so she wasn't taught magic in a serious way, she was just a test subject.
Pale Rider has no stats or physical body, as long as disease exists in the world as well, it cannot die. Its simply there, all things are weak to disease, and it can ride all things. We don't know everything about it, but killing the master is probably the safest way to deal with it.
Its no auto-win exactly, but its enough that Enkidu doesn't want to be around when it shows up since he considers it basically the worst thing in the contest.
However, its nothing that can be summoned normally, rather only in this situation so much. Also as long as its master does not ask it to do anything, it won't really cause any trouble on its own, or do anything.
Its like a robot, or miniture holy grail, it only responds to Tsubaki's desires, and tries to make her wishes come true. Her only wish so far is to not be alone, so its non-leathally dragging people into the dream world.
Although when he puts people into comas in the real world to bring them here, he's actually doing them less harm than when Medea did it. There's no lasting damage at all, they just don't wake up as long as it doesn't want them to wake up.

She's pretty uptight and serious all the time, tries to act competent, and is pretty humble. Her magic is pretty fast and strong by magus standards, since she's connected to the leylines.
He protects her from True Archer, by stashing her in Viamma.
