There is a difference between fine arts and illustration. You can excel at one and be completely shit at the other, as they each require different skills.

Now manga artists tend to skirt the line a bit closer, especially the famous ones. I would also hazard a guess that a lot of them have at least some if not a large amount of experience in the fine arts.
