Vegeta was at least 3/4 Racoome's power level. I'm sure he dealt some real pain, but Racoome's just that durable.

Vegeta could have won if he channeled his power and got a clean blow in, like Piccolo did vs Raditz. Problem is, Vegeta didn't have such an opening, nor adequate time to charge up an attack greater than Racoome's hardline defenses.
