Apart from the top ones (Accel, Kakine, Gunha, arguably Misaka), all espers are vulnerable to conventional combat and firearms.
A sufficiently skilled soldier would be able to dispatch any non-level 5 esper, if he has the element of surprise and carefully plans his hit. An intelligent person with very high proficiency in marksmanship would be difficult to deal with for 99% of espers. They don't even need any special tech.

If AC really needs all these espers and it's true that anybody can level up with the right amount of funding, it seems bad for business to keep the overwhelming majority of them Level 0. It makes the city look like a failure. I get not wanting to make everyone a Level 5, but why not invest in more Level 1s and 2s just so it won't look like the place is a sham filled with failures?

Can't Academy City work in batches? Once they get an Esper to Level 5 they can move on to the next batch of Level 4s and boost them to 5, bit by bit. Then when the all the 4s are 5s they can work on the 3s and so on.

To Touma, everyone are equal, so to say. Misaka is in his eyes same as what Index is. Misaka is the one that feels "weird" around Touma, not the other way around. He just perceives her as he does all the rest, with a helpful attitude. buuuuut... Him being the god guy that he is, and Misaka being the good girl that she is(good as in someone who will never giveTouma and indesplicable reason to hate her), indicates that the virus will spread. What do I possibly mean by that? Well, Touma will notice more and more how weird she gets around him, and he will think about it. EVENTUALLY, it will get to him, and then, not neccesarily bevcause he will feel the same around her, he will start feeling weird around her just for the mere fact of knowing why she feels weird around him. That will lead him to the thoughts of "him x Misaka", and that will be the beggining of something, if he will like Misaka that way..

He keeps himself locked in the tower and uses proxies for all of his assaults. He attacked fiamma with a second body and fought the gods using the anti art system and Noukan.
