The only moment in the episode that could be seen as Shoe1 showing affection toward Hazuki is when he reads the fortune slip from her, but that is much more "isn't that sweet" than "oh she likes me" as far as I'm concerned.

Furthermore, his most extreme reactions in the OVA are when Hazuki mentions Kumiko, whether directly or indirectly. I like Reina and Kumiko too, but I'm not completely sure if they're going to go for it after this episode. At the very least, Hazuki and Shoe seems extremely unlikely.

The OVA ends with Hazuki, who is now over Shuuichi and wants Shuuichi to end up with Kumiko, being happy that she saw that Kumiko and Shuuichi reconciled. This seems like a pretty strong hint that they're not going to cut Shuuichi-Kumiko romance from the anime and that we're supposed to consider their act of reconciliation as not just platonic.
Call me a delusional hetfag all you want, but after this OVA I'm 100% convinced Kumiko and Shuuichi will end up together in the anime. Maybe not in the broadcasted TV series, but if season two is two cour and has an OVA at the end, the OVA will definitely be about Kumiko and Shuuichi starting to date. Feel free to screencap this and make fun of me after the anime ends if it doesn't happen.

Admittedly, it still looks like they're going down the Kumiko route after the last scene, but it's hard to argue that KyoAni isn't sticking their toes into the Hazuki route as well.

As far as the scenes, I already addressed the mikuji scene, and the stairwell scene is Shoe1 being completely calm, then a little awkward when they collectively realize the situation, then it's almost immediately back to completely calm, particularly on Shoe's end. I see how you could see Shoe's reaction to Hazuki's outburst as somewhat romantically interested, but I don't think that's supported by the rest of the episode.

KyoAni has typically gone all out in its original content in the second season of its shows. So who knows what can happen in the second season of Hibike.

You can, but you don't have to. Dresses and camisoles like that often have bra-like material around the chest area to avoid any awkward nipple action. Strapless bras and pasties are also always an option.
