Well I think the strongest characters non god mode of course would be Mami and Kyoko. The difference is Mami gets praise and Kyoko doesn't.

Yea she caught Kyoko off guard and Madoka caught Mami off guard. That was really out of character for Madoka to just straight up shoot Mami instead of trying to reason with her like Homura. It seems like no one cares about it though.

Mami had already demonstrated the ability to kill one of the others, and she was about to kill Madoka's closest friend Homura. It was the only way to stop her, you can see Mami just barely miss Homura too. Madoka still broke down crying immediately after though.

You can see Mami fire though, the only reason she didn't get the shot was because Madoka specifically shot Mami's soul gem. So Mami wobbled just as she fired. Anything but shooting Mami's soul gem would have likely meant Homura being killed.

The real Homura was the one creating the barrier though. What fights Mami is just a fragment. Mami is made to counter fragment!Homura so perfectly because the real Homura is subconsciously enforcing it.
