The anime is an alright adaptation and It has a couple scenes that I really enjoyed, but overall I would play the VN. The story is overall told better and is more impactful by the time you are reading the epilogue. Not to mention you get to play a basic SRPG sometimes.

In the first game Does Hakuro come back?[ played it a long time ago and seem to recall it's hinted at it. Does he even get mentioned in the second game beyond little nuances like Haku getting the fan? I just find that RPGs or at least turn based strategic ones tend to become rather drawn out and I just don't feel engaged in the plot when it's 1/100th of the time spent. I just loose interest and become incredibly detached.

Good thing the game is 80% VN and 20% TRPG.

As I said earlier, if you've got 15-20 hours to kill, don't mind the mild eroge elements, and run Windows, play the game. It's better than you'd think, and with the odd exception of Karula, fleshes out the characters better, by virtue of being basically a book.
If you'd prefer a more condensed, streamlined experience, or don't meet all of the criteria above, watch the anime, and the BD specials.

They're both great either way, and if you find time, you should do both. I'd start with the anime because it's significantly faster to complete, then play the game to see all the events of the anime in slightly better context.
