The only people in Japan with good English are either foreigners or people who studied at international academies, and neither of those are likely to work as VAs.

I know there are few VAs who do speak English fluently - mainly because they're mixed and lived in some English speaking country for a while - but they are never used to speak English.

I also assume there's a chance the directors think that since the source material used katakana, then that should be kept.

Asians don't seem to care much about realism and accuracy when it comes down to entertainment, unlike Westerners who will bitch at anything that deviates, even slightly, from whatever they deem as correct, accurate and realistic.
