I always thought it was decomposed and put inside his body. Like there's avalon particles everywhere in his body, and he has enough control over his body to put them back together when he gives it to saber.

That doesn't matter is not like Illya brought it along when she completely remade Shirou's soul. Most likely Avalon is under all the rubble.

So normally he couldn't project something that high level but he did an okay job because it was implanted.
