No because it is a money-pit in order to be competitive at all and basically all local events are fairly competitive. Just before tuners came out they started making 50+ dollar cards that were staples in tier 1 decks. That means you'd need to have three in your deck in order to actually get it running smoothly. The cycle is: introduce a 30-200+ dollar staple card that the top decks need 3 of. Ban it or limit it one or two formats later. Introduce new cards. Repeat.

idk I knew a lot of people who made badass decks on the cheap. A lot of people used ebay to their advantage back when I used to play more competitively. I'd never usually get passed round 2, but I'd always have fun playing.
