No, you are right. Garou hates what "heroes" are in public perception or interpretation, so he made the leap of logic and became a "monster fan" (also related to him getting bullied by kids playing hero who made him out to be the monster).

Despite the different Western powers generally come down to "punches good" and "shoots thing" and "psychic" because that is what works in comics.
You can pull off interesting powers in writing, for example in Wild Cards where one of the main characters uses basically tantric magic, or Worm where you can watch a girl who controls bugs kill Superman, and then team up with a guy who casts shadows, a girl who makes dogs bigger, a guy who causes spasms, a girl who makes educated guesses, and some other character to defeat S-class threats.

Sea King explained that all life came from the sea. You know. All organisms originally living in the sea, before some of them evolved to live on land. So as king of the sea, he is king of everything that comes from the sea. So it's not so much that he's looking for territory as he is slaves/livestock.
Underground King believes his people are the true people of the Earth and that it was time to take the surface away from the 'squatters'. The Underground King wants to take his people's "birthright".
Sky King probably believes something about how those on top own those down below or something like that. We lend a lot of spiritualist ideas as to what the skies represent, after all, so he may see his kind's position in the world as some sort of divine mandate to rule.
Sea folks were just predators, nothing like vaccine man who was only created to protect the earth and destroy humankind.
Also, it's interesting to note Black Sperm doesn't seems to have any real ill intentions so far, he was just following Psykos, beating up heroes and simply wanted to survive besides hating being looked down, he doesn't seems to have any big plan like Dimple either. With his number he could easily destroy most of humankind in a week if he had wanted to, only a few heroes can keep up with him and he would be really hard to deal with if he intends to attack citizens, even for Saitama or Tats.

I'm sure there are other "natural" monsters like them. The "aliens", for example, and then there's the vampire who Zombieman fought that boasted of being the only "real" monster in the Monster Association (the others being humans who were granted powers, robots, or the results of mutation, like the Centipede or Ugmon series of monsters).
