That was my head canon back when I was really into Clannad and a really big fan of Kyou. In the end Nagisa really was the best choice for him, she was the only one who called Tomoya out on his shit and made him a better person, until all of that was negated when she died. The other girls, especially Kyou and Tomoyo only wanted deviant bad boy dick and didn't care that he had pretty much nothing to offer.

Nowhere near as much in Kyou's case though. She makes a point of it early on in the animu, but in her route as well as when you run into her in AS in the VN it quickly becomes clear that that's not entirely the case.

As exceptional as Nagisa was for Tomoya, a lot of that is because AS goes into quite a bit more depth regarding their relationship and the ways in which Tomoya has changed thanks to her. You just don't get the chance to see that with Kyou, making your argument an overly easy one to make.

That he constantly indulges her, which goes on top of the already potent combination of Tomoya's occasional thoughtfulness and his very family-esque and generally involved approach to things (also noticed in Kotomi's route, doubly so with Kyou's own involvement). The absurd number of similarities between the two of them often put them on the same wavelength, which, amusingly, is exactly what triggers Kyou's route and makes Ryou's route impossible to happen. Sunohara points it out several times too.

As for AS in the VN, compared to the anime, Kyou is, as far as I remember, the only one in the old circle of friends that doesn't abandon Tomoya after the tragedy.
