From a character-development stance, I'd like to think that Vegeta watching Kid Buu murder an unconscious Piccolo, Gohan, Goten and Trunks, on top of nuking what's left of Earth stuck with him, so he doesn't want to train Trunks to the level he and Goku are at.

Since he's the guy who stated that Earth needs to take care of its own problems and he would rather deal with future challenges himself, instead of deferring to the next generation.

This is what I like to think is going on in Vegeta's head, but the reality is that he's too busy chasing after Goku, who's chasing after Beerus and Whis to care about nurturing the kid's Super Saiyan potential.

Post time chamber Piccolo never fought against semi-perfect Cell.

Cell was already Perfect when Piccolo even got inside.

In fact, we know he got much stronger because Trunks and himself comment on it, but he never, ever again fights anyone after that. Not canonically at least.

But seeing Trunks reaction to Piccolo when he got out the chamber, and knowing that since Vegeta handled semi-perfect Cell like a baby, meaning Trunks could at the very least beat him then, I'd say Piccolo is probably stronger than Semi-perfect Cell.

Also, remember that Vegita and Trunks second visit to the time chamber was a huge waste of time, because all they did was develop that new SSJ form that traded their speed for power, which was useless.

But still, the fact that Piccolo never fought anyone again after training inside the Hyperbolic Time Chamber makes it very difficult to gauge his relative strength.
