It's stated in the novels that it's a small town that isn't too close to anything else. SHAFT probably made it a bigger city because A) Araragi's perspective is skewed so maybe it's a little larger than he thinks, B) They wanted to make interesting urban backgrounds, and C) They want to put construction equipment everywhere since it's relevant to the characters' states of mind.
