I think they are both on the same level, although the last one dawned the parallels and finished the series on a high note, the former had as much impact as the last one based on a history of characters that weren't developed the whole season.
When I look back on death parade I remember it by this episode rather than the ending, just my opinion, take that as a grain of salt if you will

18,19,20 and 21 were all great, I just choose 18 and 21 so I wouldn't pick to many I guess.
All the episodes were solid, so it's hard to pick the best one. But, this one and Empty Cocoons were my favorites.
Shirokuma Cafe is pretty GOAT. I'm not even halfway through it yet.

Personally, fragments of first and second episodes make the beginning 10/10 once you have the context of the ending in mind, but other then that whichever one uses the first Big Bang Punch and the last episode are also hype as fuck.

I don't think I've ever seen a show go from having a pretty dull episode to absolute god-tier episodes as many times as Kamichu! did.
Episode 1, the cat fight club, returning battleship yamato, the episode where yurie spends the entire 20 minutes under a kotatsu, that confession, and the episode where Yurie attends a different school for awhile where all 10/10 episodes, but the alien episode was really boring.
Still one of my favorite anime though.

Boss Rush was god damn amazing.
That episode pissed me off because there's an arc about Mariya who eventually becomes Takeo's friend and in that episode, Takeo said he was going to invite all of his friends to the party but doesn't invite her.
I picked it up after that. I picked it up because /a/ were complaining about how the tone constantly changed every few episodes and I thought that sounded cool. I was not prepared
I don't know if you could call it 10/10 but it's the best thing to come out of the franchise.

I think that Karin's awesome fight is by itself the best scene in the series, but Fuu's total breakdown was the whole focus of the episode and the direction behind it (like how the episode was almost completely silent before Fuu hears Itsuki's song) was just great.

This was a good episode, but my favorite is episode 9.
In the main segment, Konata, Kagami and Tsukasa go to the all-you-can eat after seeing Saw III and Tsukasa ends up being traumatized by the experience.
I find that entire skit hilarious.
It's also the Lucky Channel segment where Akira hits Shiraishi in the head with the ashtray.

That was a fucking awful episode and ruined the series for me. People had to brainwash themselves into thinking it had meaning rather than just acknowledging that the studio ran out of money and had to make movies to flesh out the ending.

I don't think anybody is deluding themselves to believe they didn't run out of money. It's a fact and we all know it. But those final two episodes said a lot more than what EoE said and the execution for something as ambitious as that was done fairly well. I would've preferred a bit more subtlety, but nevertheless Anno did a great job with it. I prefer it over the "epic" flashiness that EoE was about.
One of the best series of all time, without a doubt.

It says nothing EoE doesn't say. It mostly repeated what was already said previously in the series, just with far less subtlety and a narrative to support it. There was no running out of money, either.

This entire episode was pretty damn good.
Space Bros had a good number of 10/10 episodes, but unfortunately they dwindled as the show dragged on.
The one where Mutta gets the news that he made it into the astronaut program is easily my favorite.
This episode is where the series and the Golden Age arc peaked. The first duel was also 10/10.
Glad to see SnW is still getting some love.
Personally, my fav episode is the Outing one, their adventure on the the unknown to the ending when they see the No Man's Land, just breathtaking.
And episode 5 for different reasons.
Also the episode from Urusei Yatsura where Ataru's mom hits her head while shopping and keeps waking up in several layers of dreams that ends with her in the post-apocalyptic world with her younger self. It was pretty much Beautiful Dreamer before Beautiful Dreamer had been released.
