Assume we play as Saitama in a third-person character action.
What would need to be done or what mechanics/scenarios would need to be in the game to not make it utterly trivial without nerfing Saitama or buffing the enemies to be on his level.

You either make the conflict not be just physical, with you just straight up being stronger than anyone else, or you don't play as Saitama. Honestly, the world of OPM has quite a lot of potential for all kinds of PC's, so you really shouldn't just play as Saitama. Preferably, you would play as Genos.
I would say that it would be nice to be one in which you create your own hero and you'll have to start climbing ranks like mad.

As a Character Action game, copy the source material. Every stage is a different character with Saitama showing up for the boss battle. When the boss is desperate, control switches to Saitama who slowly gets excited as the fight goes on, adding weight and collateral damage to his attacks. King stages are bonus stages where you unlock costumes and items and concept art drawn by both ONE and Murata.

Are you even familiar with the series? If Saitama doesn't effortlessly take out everything you're doing it wrong.
But he doesn't fight seriously at first, he could miss or get dodged. The point of Saitama mode is visual porn through QTEs, since you can't have Saitama losing without being nerfed, there's no point to actually play as him. The second best scenario would be a time limit where Saitama has to dodge and fight through mooks to reach the boss and punch it.

If Saitama is to be playable, he shouldn't have a life bar. Therefore there would need to be something else that be considered a losing scenario.
Maybe civilians and the city are Saitama's 'lifebar' instead?

There would be one campaign but it would drastically scale in difficulty depending on who you play as.
Saitama would be the super babby easy modo.
Strong S Classes would be Normal mode.
Genos would be Hard mode.

That's just personal speculation though. you could fill in those slots with whoever you think fits in them, or even add multiple characters into the same slot, The gimmick would be that the strongest characters would make the game piss easy.
Here's an interesting idea.
Take the Tatsumaki fight for instance.
Saitama doesn't even want to fight her. Instead he tries to lure her away from cities to prevent collateral damage, and to tire her out.
Fuck that scenario rights itself. And it would work, too. You could make it an arcade mini-game-like thing like that one havok mode in Burnout Paradise. Only the opposite in that you have to do as little collateral damage as possible while Tatsumaki flings you across the map.
Because after overcoming the challenge of the hardest difficulty you'll find easymode fun as fuck. Kinda like beating DOOM on Nightmare with no rockets/cells and then starting with a full inventory on every level

Or equipping pillow talk/sai fung and replaying the game on lower difficulties a nice change of pace? I'd agree that games like God Hand, where the higher difficulties are much more fun than the lower ones are a different matter entirely, but there's always something nice about kicking back and relaxing with something you're very skilled at. Kinda like a professional sports player just enjoying a match with some of his friends, family and kids
Not necessarily Platinum, but just in the sense that an OPM game should really be difficult and should be more a visual and Cuhrazy experience.
If we wanted more characters in there like Genos; that would work in Platinum's favor.

A game like Yakuza where you live day to day and hang out with superhero buddies you can decorate your shitty apartment and shit, fights would be Dynasty Warriors like to 1 on 1 encounters, the better the job you do the more donations roll in the more you can buy expensive stuff.
You have to climb the ranks with you looking for crimes in the lower tiers while building a reputation for yourself, the ranks being reflective to your actual skill and the higher you are.
It would be an original story where you create you Character and be friends with Genos, you'll get a random super hero name based on your appearance. The higher you are the more you get recognized by the public and you give autographs and take pictures and shit.
Assuming it would be a game where you play as Saitama, have the game revolve around the Serious Gauge. The stronger your enemies are, the more the serious gauge fills up, making your attacks faster, stronger and reducing your knock back as Saitama starts to stand his ground more, by blowing the Serious Gauge you can perform a Serious Series move, which basically wipes out any enemy in sight and does stupid damage to boss characters.
Alternative idea. An action game where the characters you play as change depending on what difficulty you play. Hard mode you play as Genos, Normal mode you play as Tatsumaki, Easy you play as Saitama, but the trick is easy mode is just hard mode, but your abilities are scaled to the absolute max.
Nightmare mode has you playing as King

Part of Saitama's routine is going to the super market and being dragged around by others or by the Heroes association to do dumb shit.
That has some good potential. Especially considering Yakuza has random battles on the streets. Given that the battles would be trivial, they wouldn't last long at all.
Use a story excuse, like some super dimensional invaders who have foot troops of demon level and bosses of dragon, something that can take a few of Saitama's halfass punches to explain why he would bother getting a bit serious

Making monsters that require multiple hits would just break apart the entire reason to make a OPM game. It would be pointless.
I don't know if the manga would be better with female Genos but the OPM threads would be even worse than the current ones. I mean it's already annoying with all those Tatsumaki and Fubuki fags, a female Genos would just add more fuel to the fire.

Well, the simple solution would be to make a game about Saitama's journey to limiter-break status, but that prevents using any of the rest of the main cast in a substantial way. You could also focus missions and whatnot on something other than combat, or make defeating the enemy not the primary objective of combat (could be protecting civilians, minimizing collateral damage or even 'looking cool'/gaining fame if we use the association rankings as an objective).

I think it's better if he's something you only unlock when you've basically done everything else. Maybe New Game+. By that point you're basically just going through the motions anyway, Saitama seems like the embodiment of that feeling.
It would only make sense if you played as Genos. Not only does he have a flexible moveset for gaming, but he's the next relevant character right next to Saitama. That way you can make Saitama relevant without having to play as him killing everything with 1 punch.
Maybe even have interchangeable stories like GTA 5 where you'd be able to play as Genos, Sonic, or Fubooty.

Saitama would make for very interesting bonus stages. Run around, OHKO everything, plow through a few bosses, and then remind yourself that the game is about being lowly S-rank scum.

Instead of the super bar being filled on hit it is filled with time, it can be used every 10 seconds or when Saitama has less than 10hp left ( out of 1000 or so ). It will oneshot any opponent if they dont block and only Boros can barely survive it when blocking. Dodging it is possible though but you still take heavy damage, unless you manage to teleport behind saitama or something.

But that defeats the entire purpose of Saitama. He's like that powerman comic, he's not meant to have any sort of challenge because that's the joke. How do you incorporate that into a video game?
Make it be a game played in-universe where all the characters are playing as their avatars with identical appearances and skillsets. Saitama is the weak ass character because he's so horrible at playing and King is broken as fuck.
The OPM universe has a pretty good selection of heroes and villains to pick from. Saitama works great as a bonus or cheat character in that kind of context.

This is pretty good. Saitama doesn't lose, he just acknowledges that his opponent is strong.
A simple fighting game would be okay. It doesn't need to be 100% faithful to the manga unless you want a super unbalanced game. Nobody complains that Jill can beat Hulk in Marvel vs Capcom or that Yamcha can defeat Broly in DBZ games.
It's not bad. Some of the names are different, like Licenseless Rider is kept Japanese as Mumen Rider (which I actually like, since it preserves the Kamen Rider reference). Tankoubon version doesn't have the crazy near-flipbook sequences that the web version does, though.

Saitama can have a serious meter, like that one anon said, but it starts half-way, and if saitama doesn't continue his attack combos fast enough, it goes down, and he can lose from just walkin away, because he's bored.

Should be an open world RPG. Like GTA V, you can play as the main characters, or make your own hero and let go up in a ranking system against other online players. Fighting styles of each character should be unique

Humans legitimately require rest between exercise sessions for the dead muscle to be recovered and rebuilt. Otherwise the muscle won't recover enough to grow, or will get fatigued enough to tear, or other bad things will happen.
Saitama didn't rest. He repeatedly destroyed his body, which is incredibly stupid but in this case gave him super powers.
But /fit/ told me you can do that every day because it's such a normal work-out, with no rest periods whatsoever. Like they said it was baby tier and you recover enough sleeping and stuff.

Though thinking about it it would of been much better if he did that Boros serious punch on the ground. The air pressure alone would of been enough to destroy the meteor into dust.
Easy mode is make it a regular musou/fighting game/beat them all like all the Marver/DC games where Superman/Wolverin somehow can get beaten up by regular punks
Normal mode is make it beat-them-all where you only rarely play as Saitama
Hard mode that will never happen:
Make the gameplay centered on collateral damages.
You'd play as Saitama in a sandbox city, kinda like Saints Row 4.
Everything is destructible and random events happen all the time.
You need to rise in popularity and rank.
Saving civilians raises your popularity, taking down monsters raises your rank.
However injuring civilians and destroying buildings as collateral will drop your popularity and mitigate your rank gains, making fighting big and strong opponents really tricky.
Other heroes can also join the fights and steal the credit.
Sometimes it would be impossible to fight a huge monsters without doing a mess and thus you'd only lose point by taking them out, but if you just avoid the encounter to keep your rankings a district would be destroyed before another hero stops it, and that area would basically be devoid of any content until it's rebuilt.
So on the long run if you don't bite the bullet, the sandbox will be mostly ruins.
Anyway that's an interesting gameplay I would really like to see for an OPM game
